Bill McGovern is a friend of Ralph Roberts and Lois Chasse. He is a retired History professor and a homosexual. He is known for wearing his Panama hat, to the point that seeing him without it on is strange. He is a resident of Derry, Maine. Atropos steals his hat, marking him for death at a later time. He dies in the hospital while visiting his friend.
