T.V. Wiggles was a former professional wrestler who turned to a life of crime. He had wavy blond hair, light eyes and a pointed nose. He tended to tremble or fidget often. Wiggles operated a protection racket in Dick Tracy's city wherein he would threaten local bar owners that he would ruin their television sets if they didn’t pay him.
