This is clearly an achievement that can only be achieved by starting genocide or by "war" as this achievement calls it. This achievement has been, many times, misinterpreted and many people started killing baldies instead of "badies". People just don't know how to read instructions carefully. There's an easier and safer way to kill 1000 "badies", though many people just ignore alternatives and start killing. Docter Breen has been confirmed to be a "badie"
