Mizumi is a shinobi hailing from Takigakure. He was the best friend of Takeda Uchiha until it was revealed that Takeda was an Uchiha when he activated his Sharingan. His parents were victims of an Uchiha clansmen which fuels his hatred for all Uchiha's including the rising tensions and hysteria against them. After the assassination of the village head Shibuki, Mizumi was elected as the village head. Mizumi is considered to be one of most skilled shinobi in Takigakure and is the jinchūriki of the Tailed-Beast Saiken.
