Palor Toff was an alien trader and merchant in the 24th century. In 2366, Toff was visited at his home on Lya IV by Kivas Fajo and brought aboard Fajo's vessel so that he could see the new additions that Fajo had made to his collection, including Starfleet Lieutenant Commander Data. However, Toff was not impressed with Data when the android wouldn't move, and he believed that Fajo had tricked him.
