General Mogador is the military head of state of the South American nation of Nuevo-Rico. A character with a very similar look to Mogador, and quite possibly he himself, can be seen in the reception of Tintin and Snowy at the end of King Ottokar's Sceptre along with other cameos in the same frame, including Hergé himself and his wife Germaine Kieckens.1
