Arkady Kobach was a person of interest in Operation Sunburst, an operation that NIS agent Michael Franks conducted back in 1991. In 1990, he killed three unnamed clerks because they could not pay his men and then shot the colonel that came to arrest him. After that, Kobach eventually disappeared, resurfacing again in 2006 to confront Franks who then killed him in a stand-off in a bar with Leroy Jethro Gibbs looking on.
