Depending on what kind of "browser" you're talking about. If it's a web browser, then yes, web browsers are made for that. Web browsers all understand HTML, as HTML is the language of web pages. However, as time has gone on, HTML has changed to include different 'elements' (things like headings, paragraphs, etc) and other things such as javascript and CSS. Older browsers may not recognise these newer features of HTML.
