Super Judge was responsible for passing judgement on Hugh Mann after he was arrested and brought for trial by Flatfeet Fogarty, the Super Cop. However, this trial was interrupted by Super Phony who had developed super hypnotism. Impossible Man outwitted Super Phoney however by using a mirror to reflect back the villain's hypnotism. Super Judge declared that Hugh Mann would be the Impossible Man from now on since he completed the impossible task of defeating Super Phoney.
