Woolwich was a district of London. In 2007, a police box was sighted in Woolwich. Colin Skinner learned this and informed his fellow LINDA members. Elton Pope found the police box which, as they expected, was actually the Doctor's TARDIS. Investigating further, he came across the Tenth Doctor and Rose Tyler trying to catch a Hoix. When the Doctor approached him, Elton panicked and ran away. This exasperated Victor Kennedy, who decided that LINDA should target Rose to get to the Doctor. (TV: Love & Monsters)
