Driven on by desperation and defeat, the embattled survivors of the Covenant Remnants and the Storm Covenant did the unthinkable. They forged an alliance of convenience. Any animosity between Jiralhanae and Sangheili was consumed by a mutual hatred of their enemies. The two parts formed a whole, a single faction that was a deadly enough threat on their own.
