The Qedarite Republic was officially organized as a semi-presidential republic, whereby executive power lay in the hands of the Baʿal shel Safoṭ (Leader of the Republic) and the ruling Cildanian Phalanx. However, for most of its history, the Qedarite Republic was ruled under the Emergency Powers Act , amended with the Consolidation of Power law. The law suspended most constitutional protections for Cildanians, while offering discretionary powers to the Head of State.
