He is a combined entity created when the four dead McNeil mayors fused to directly protect the current Mayor McNeil when Rei, Teepo and Ryu come to steal his riches, despite the fact that it nearly gives the current McNeil a heart attack, due to the current mayor being particularly bad case of spectrophobia. He is capable of casting Astral Warp, Sleep and Flare.
