Chief Shirriff was the title created by and briefly held by Lotho Sackville-Baggins when he took over the Shire with the help of Saruman and his thugs. After his death and the liberation of the Shire, the title was apparently never used again and the head of the Shirriffs was once again placed in the hands of the First Shirriff.
