Norton said that he owed Charlie and wouldn't have anything to do with moves against him. He was a small-time hustler who got mixed up with some heavy-weights in a bank heist that went sour. He was accused of shooting a guard, but Charlie proved that he wasn't involved in the killing and so he got off on a lesser charge. Norton did time, but remained very grateful to Charlie. Tom Norton was approached by Gorman and asked to provide someone with muscle, so he recommended Jellek. When Norton found out that Jellek would be killing one of the Angels, he called Charlie. Jellek killed him.
