Gao Pei (onyomi: Kō Hai) is a general who served under Liu Zhang. As guardians of Boshui Pass, he and Yang Huai attempted to bar Liu Bei from invading Yi Province only to be captured and executed. Their troops were absorbed into Liu Bei's forces and used to attack Fucheng. The novel justifies Gao Pei's death by portraying him as an opportunist seeking to assassinate Liu Bei while pretending to surrender. His plot is easily thwarted by Pang Tong who has him beheaded.
