In online matches, sessions are created with a maximum compatibility pack level. For example, content purchased in DLC Pack 2 will not function in a session using Compatibility Pack 1. Compatibility packs are cumulative - downloading Compatibility Pack 4 will allow any content purchased in DLC Packs 1-4, whether or not Compatibility Packs 1-3 are downloaded as well.
