This was a teenager/college student who was Rowley's Cool Brian. He was hired by Rowley's parents after Rowley broke up with Greg and he was "friendless." One time when he didn't come due to having a day off (possibly) Another Cool Brian took his place and Greg noted that Rowley still didn't seem to notice it was a different guy.
