Walter Richard Owen (1880 - 9 July 1959). Born in Greenwich, the son of Arthur Robert Owen, a master mariner and his wife Elizabeth. Labour Party member of the London County Council representing Lewisham East 1934-49 and Lewisham South 1949-58. Chairman of the London County Council 1948 – 1949. Mayor of Lewisham 1945 - 1946.
