that would make the Government look weak and lmpel down is the strongest prison that only 1(before) person has escaped so it was better to just coveer it. If they blame Luffy and BB they would be just acknowledging them as strong enough to escape from Impel down.They are trying to make sure people do not lose faith in them. If the incident was revealed, people all over the world will lose faith in the World Government.
