The Odib High Congress was a body of the Odib that had some form of control over the military. In 2270, the High Congress suggested that Admiral Das-Dosiame keep 25% of the total fleet in reserve to defend Odib, but Das overruled them and took the full fleet to Isitra. (TOS novel: Troublesome Minds)
