Phil is a very dirty and scruffy little tank engine who likes to work with his friend - Emily. He likes to try and make her dirty by biffing under the hopper and Emily gets covered in coal in the special The Adventures of Emily and her Scruffy friend, Phil. He is voiced by Matt Wilkinson in UK, and Martin Sherman in US.
