Just like any set items or unique items, Tal Rasha's Wrappings are dropped only by monsters that are high enough level. Tal Rasha's Wrappings are very high level in terms of sets (I think one of the highest), so you're probably not gonna find any of them till Hell mode. Get that magic find gear and cross your fingers, my friend.
