A Chief Warrant Officer with the Navy is found dead, having been waterboarded and as the team investigate, they learn that the victim's wife has been kidnapped and is being held for ransom with FBI agent Tobias Fornell later arriving in New Orleans to help the NCIS: New Orleans team with the case.
