Mrs. Pollywinkle is the headmistress of a prestigious ballet school Billy was accepted into. Unfortunately, she is also a dark witch that steals the souls and talent of it's students so that she may remain the world's greatest dancer. She was ultimately defeated by Billy's father Harold in a dance off.
