Neil is an angel who was one of Metatron's followers. He praised Metatron for reuniting the angels under the banner of Heaven. Neil also figured out a method to override angel radio so that a signal could block out all other voices, allowing for only Metatron to address the angels on Heaven and Earth uninterrupted. After Metatron's fall, he should have gone to Castiel's side.
