Captain Westwood is a minor villain in Sonic X. He is Rouge the Bat and Agent Topaz's superior, who assigns them to their missions. However, he is jealous of both for always getting the better missions, and is constantly trying to make them look incopetent to the President so he would fire them and send Westwood in better assignments. His voice actor is uncredited.
