The C.D. Howe Institute (French: Institut C.D. Howe) is a right-wing Canadian public policy think tank based in downtown Toronto, Ontario. The institute was formed in 1973 from the merger of the Private Planning Association (founded in 1958) and the C. D. Howe Memorial Foundation. The Institute publishes research and hosts conferences on a wide variety of issues in Canadian economic and social policy.
