In this situation, it's basically impossible to objectively decide who should get it, because new raiders are more likely to leave than cores. Other factors are that the cores may have been hunting the item for a long time, and that the new raider may not make the best possible use of it (due to lack of skill,experience). Overall, a loot council would be very hard pressed to take a decision in this situation, and drama could easily ensue."
