Skoblins are summoned by Strongbones during Land of the Goblins and Hopespear's Will miniquest. They will not be summoned if protect from/deflect summoning is activated. If you activate protect/deflect from Summoning after the Skoblins have been summoned, the damage they do will be nullified.
