The paramilitary branch of the Committee for Public Safety was organized by James Stewart Sinclair to protect the Hegemony from the guerilla activities of the Robin Hood Rebellion. Soldiers of the Public Safety Force – the PSF – were first garrisoned on the most distant colonies. During the Second Rebellion, the garrisons were expanded to all of the colony worlds. The advent of the Third Rebellion saw the PSF expanded to include traditional military and fleet operations.
