Normals is how the people of Eternity Valley refer to those that don't know or have magic, or other special abilities. It's generally not a derogative term, but simply a term of identification. If they want to be derogatory they use the word "Norms," also after reading and watching the Harry Potter franchise many of the children use "Muggle" as an insult among themselves and to the Normals.
