Given that these ships would have cost and to train, and that food is usually much easier to come by, it is quite a good choice. It is available for research even if the player already has the maximum number of Tlaloc Canoes, so Aztec players who want to field a large navy, should train as many Tlaloc Canoes as allowed before researching this (giving them a total of 9 Tlaloc Canoes).
