The rate of insertion point blinking is how fast the cursor blinks when it is in a document. The cursor blinks at the point where your text would appear. Changing the rate of insertion point blinking would be handy for the user in locating where the cursor is. However, if it blinks too quickly, you can also adjust it to blink slower. It, however, can not be turned off. Also, when the cursor is moving (while you are actively typing text), it does not blink.
