Naval Officers are only found on the Frigate level. They are the hostages you have to rescue from the Janus Marines. The French military was demonstrating the Pirate stealth helicopter aboard a La Fayette frigate when Janus took them hostage. MI6 has been asked to help with the hostage situaition and place a tracking bug on the Pirate.
