I've started a project to bring these to every major city. They all carry fairly easy topical local quests that can be done by anyone (but they're really aimed at newbies) to make some fairly easy money (and hopefully eventually to make the localities a bit more interesting with stuff to do too =)). You can do each of the quests 5 times, but the reward does get less each time you do them (This was to encourage people not to bot or spam the same one all the time and to move about some). Just look at him for instructions, and please give them the things they want one thing at a time and one person at a time (and not when he's doing his big "these are the things you need to do for me" speech - because whilst in that, he won't reward if you).
