Usually made up of common thugs and muscle-men, the gang is augmented by the Scarecrow's Fear Gas chemicals which warp the perceptions of their victims to make the gang members seem ethereal and demonic. As such the "roster" of the gang can range from a common criminal to a vast gallery of monstrous and misleading hallucinations.
