Toyouke-Omikami was the Fortune of Grain. He was venerated much less than Inari, the Fortune of Rice because bread had never been as popular as rice within Rokugan. Toyouke-Omikami was popular among the Unicorn peasantry, however, as grain was the staple food for their horses. The largest temple was built in the Phoenix village of Ukabu Mura, as its frigid climate did not encourage rice paddies.
