Toby Qorolas was a Mesan citizen and a non-commissioned officer of the Office of Public Safety. He held the rank of Corporal in 1922 PD. Following the nuclear "terrorist attacks" on several population centers inhabited by full Citizens, he and his men attacked and brutally killed groups of seccies in the streets of Mendel near Sukharov Tower. Qorolas personally killed a small girl with his neural whip when she stumbled. A short time later, he and the rest of his section were gunned down by Shasta McGuire with a military-grade tribarrel.
