J'Kor was a Romulan politician. His wife and daughters were killed by the Tal Shiar under suspicion of helping the Reunification Underground. To evade death, he then began working with the Reunificationists. He eventualy defected to the United Federation of Planets and took up residence on the Romulan exiles' planet. In 2376, he committed a faux pas with Ethara and used his Right of Statement to defend himself. (New Worlds, New Civilizations short story: "Paradox of Virtue")
