Charles Kelvin is the CEO of Kelvin North America, a weapons development company. Kelvin was seduced by Violet Young to get his voice recording to open a vault at his company. The vault contained lightweight bullets that were developed in hopes of getting a defense contract, with the bullets possessing a unique feature in that they dissolved after use, making them highly useful to the professional criminal.
