The First Confederation Congress was a convention of delegates from twelve of the thirteen Imperial systems that met on September 5, 0 BBY, at Carpenters' Hall in Theed, Naboo, early in the Confederate Revolution and shortly before the destruction of the Death Star. Called in response to the passage of the Coercive Acts (also known as Intolerable Acts by the Outer Rim) by the Emperor and the Imperial Senate, the Congress was attended by 56 members appointed by the legislatures of twelve of the Thirteen Systems, the exception being the Tatooine, which did not send delegates because of an incident of clone stormtroopers.
