The Alpha Centauri Center for Psychological Studies was an institution that existed within the United Federation of Planets and was responsible for the establishment of the colony known as Quarrel. The Center both owned and operated the colony in order to study anti-social behavior and aggression without fear of the subjects causing harm to others. It consisted of a vast laboratory from whcih the Center monitored these activities. (FASA RPG module: The Federation) Presumably, from the name, the Center was based at Alpha Centauri.
