The Office of Electronic Surveillance, better known as OES, was a United Nations Space Command organization that held the responsibilities of actively monitoring digital communications, network infrastructure, online activity, and other electronic systems on human worlds. OES was originally created to centralize military efforts to monitor electronic communications during the Insurrection, and was expanded following the Human-Covenant War to consolidate over twenty individual cyberwarfare, cyberterrorism, and network security departments and was placed under the control of the Office of Naval Intelligence.
