Supreme Moff was a title that was born from the retirement of Gilad Pellaeon as Supreme Commander. The Moff Council felt it was required to remove the military control over them with political manuevering thus creating a new political title. In this position, the individual who holds it, acts as the head of the Moff Council and supreme commander of all the military within the Remnant, enabling him to overrule any part of the Government.
