FBI Agent Daley was assigned, along with Agent Bates, to the Carlos Cantero case, and arranged for their "star witness", Keith Mollis, to be protected by Metro-Dade Detectives James "Sonny" Crockett and Ricardo "Rico" Tubbs. Daley was ready to put Tubbs in jail for not revealing Mollis' whereabouts (after an unsuccessful hit), but Tubbs refused, citing security concerns.
