Usage stats on What percent of kids who need a cell phone don't have one

Statistically the answer would be a negative and therefore meaningless. Almost all kids have two or more cell phones, one that their parents know about and one that they don't, so this means the number of kids' phones greatly exceeds the number of kids. So for practical purposes the answer is zero and you can't use your question as a persuasive reason for your parents to buy you one, as statistically you already own at least one.
