This is an inscription added during the November 7, 2006 update. The inscription adds the highly salvageable attribute to the respective item. It is believed to have an added bonus when added to a 'jeweled' item (such as Jeweled Daggers) and salvaged with an Expert Salvage Kit for the material component of the new item that you will have a better chance of salvaging a jewel (like a Ruby for example). It is unclear whether it actually "increases" your chance to receive a rare salvage item or simply grants more of the rare item when salvaged.
