Vending Unit 00 is a vendor for Heroes in the Aquacultural Area of the Watchtower. It is a Iconic Style Vendor, who was introduced with game update 47 to allow players above level 30 to complete Theme Styles Feats of Iconic Battle Suits from low and mid tiers relevant to them. It features styles from the classic game as well as from some episodes. The vendor will only offer style items missing to the player, e.g. if you have completed the Kryptonian Commander style set, you will not see any of its pieces in the vendor list.
