The Festival to Togashi was held on the 17th day of the Hare, to celebrate the kami Togashi's life. The Dragon were more apt to spend this day in quiet meditation than in open revelry. In the Chisei district of Otosan Uchi it hosted the largest number of Dragons arriving in the Imperial City throughout the year.
